Bechtel to Build $20B Intel Plant in Ohio – Could become the World's Largest Chip Plant

Bechtel to Build Intel’s $20B new semiconductor manufacturing plant in New Albany, Licking County, Ohio.  

In what the company called the largest single private investment in state history, Intel held its groundbreaking ceremony in September 2022 in Licking County, Ohio.   

President Joe Biden, who was present at the groundbreaking ceremony, emphasized the evolution of the supply chain and the creation of jobs as long-term advantages of CHIPS Act funding.  

The fabrication facilities promise to boost chip production in the United States further and restore dependability and resilience to the global semiconductor supply chain. 

Additionally, Intel began the first round of funding for its Ohio Semiconductor Education and Research Program, allocating $17.7 million for the development of eight proposals from prominent organizations and partners in the region. The company is committing a total of $100 million to partnerships with educational institutions in order to strengthen regional research initiatives and create a talent pipeline.

According to a press release from the project’s initial phase, the project will support tens of thousands of long-term jobs at suppliers and other partners and generate 7,000 construction jobs over the course of the build. A total of 3,000 Intel employees will work at the facility. 

Intel’s investment will accelerate future economic development in the area and transform it into the “Silicon Heartland” as an entire supply chain, including engineers, construction leadership, and design professionals are established to deliver these facilities.  

Bechtel will work with North American building trades unions, suppliers, and local educational institutions to implement a training program and add new construction jobs. 

According to Jackie Sturm, corporate vice president of global supply chain operations at Intel Corporation, ‘Intel has chosen Bechtel to deliver our largest construction project to date, advancing our mission to create a more sustainable, resilient, and geographically balanced supply of silicon.’ ‘Bechtel has decades of top-tier experience in challenging international construction projects, relying on a highly skilled team, vital craft assistance, and strong analytics platforms. Intel’s unwavering emphasis on quality, innovation, and safety is consistent with its core values. Together, let’s create the U.S. semiconductor industry of the future.’ 

A total of 2.5 million square feet of the facility, including 600,000 square feet of cleanrooms, will be built by Bechtel as Phase 1 of the Intel Ohio project. It will take as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers to complete the project. Intel will be able to realize its goals for the next generation of manufacturing with the aid of Bechtel’s capacity to design for quick technological advances and implement best-in-class construction innovation. 

Intel’s cutting-edge chips will be produced in the new facilities, increasing output to keep up with the rising demand for cutting-edge semiconductors. The CHIPS and Science Act, which was recently passed, and the Infrastructure Investment and Jobs Act, which was also recently passed, are examples of public-private partnerships that are effective because they allocate federal funds to support skill development that will aid in creating the workforce of the future.

To oversee preliminary excavation work on the project, the semiconductor giant chose Gilbane Building Co. of Providence, Rhode Island, along with McDaniel’s Construction of Ohio, Northstar Contracting, and GTSA Construction Consulting. 

As an entire supply chain, including engineers, construction leadership, and craft professionals, is developed to deliver these facilities, Intel’s investment will boost future economic development in the region and transform it into the “Silicon Heartland.” Bechtel will collaborate with North America’s Building Trades Unions and suppliers to create new construction jobs, as well as with local education organizations to implement training programs.

The Rising Demand for Semiconductor Chips

Chip shortages caused by the pandemic’s impact on global supply chains highlighted the need for more domestic manufacturing.

In order to support Intel’s 2030 sustainability goals, the new site will be planned and built according to green building principles. The new factories also aim to achieve net positive water use and zero total waste in landfill. 

Construction is anticipated to start late in 2022 on the first two factories, with planning to begin immediately. The fab is anticipated to start producing chips in 2025 using the most cutting-edge transistor technologies available. The first new manufacturing facility for Intel in 40 years will be located in Ohio. 

This semiconductor mega-construction site is comparable to that of a small city, which creates a thriving ecosystem of suppliers and ancillary services. Ohio is the perfect place for Intel’s U.S. expansion due to its accessibility to top talent, strong existing infrastructure, and long history as a manufacturing powerhouse. However, funding from the CHIPS Act will have a major impact on the size and speed of Intel’s expansion in Ohio.
